In the attached photo, is the placement of the bumper/stop correct? After at least 2 rear end accidents, it is possible someone added it to correct for bent metal?

Thanks. I had bought an extra pair of the hood bumpers but now that I am doing pre-paint assembly, I was wondering if it was original, if it used both the trunk seal and the bumper or if someone else in its history had added them.
