Title: '65 Rally Pac, anti-theft screws

I'm working on a new project, a '65 fastback with a Dearborn build date of February 12th, 1965.  I was surprised to see that the OEM Rally Pac that came with the car had security screws for the mounting bracket instead of regular hex head bolts.  I've seen the security screws that NPD offers (the ones that come with the special allen wrench), but these I have with my car are different.  According to the previous owner, who bought the car in 1969, the Rally Pac was there from day one.  What kind of mounting bolts did OEM Rally Pacs come with in '65?

Yes, those are the ones.  Is there a source for the tool needed to loosen and tighten these screws?  I'd hate to mess them up.
