1966 interior quarter trim panel at package tray

where the interior quarter trim panel meets the package tray on a 66 coupe. does the flat headed screw go thru the masonite package tray or is it installed under the tray?

Through/on top of the package board.  Install the metal quarter trim panel, lay the package tray in place, then put the screw down through both of them.
