Rally-Pac clock not passing light.

I replaced the bulbs on my repro Rally-Pac last night. A couple of strange things happened.

1. The old bulbs were "51" bulbs. Those are 7.5v bulbs. (why?)
2. The clock face isn't passing light, and can't be read in the dark.

I took the clock apart this morning, and the clock face is a solid disc, no light is ever going to pass through it.

Is this normal? Or a Scott Drake production error?

The light should be shining from above or below. Not looking at the car right now to see. It is not very bright compared to today's cars.
