Eaton PS cover bolt

Is the bolt that holds on the reservior cover on the Eaton pump painted silver with the bowl? It is on this one but it may have been replaced at some time.

If this NOS one is typical of the assembly line the bolt looks unpainted (as does the washer and gasket) but  zinc plated instead like the cap
