So did all 68 mustangs get dash VIN tags from the start of the model year? I know that the new laws went into effect on Jan 1st 1968 and that all motor vehicles were required to have a visible VIN after then but did Ford comply right at the start of 68 model year production? I have heard a lot of guys over the years say that their early production 68's did not have the dash VIN. I did some googling but all of the info that I found points to every 68 should have had one.

Yes, they all had them. On the passenger side. In the subsquent years it was relocated to the drivers side.

Were all dash vin tags riveted in place for 68 ? Was a aluminum rivet used ?

They were all riveted and I am sorry its been a while since I have been in there....cant recall the rivet style.

Reportedly, SOME (though VERY FEW) VIN tags in '68 were secured using large washer screws, similar to those found on roof rails and/or console to dash brackets of a 68.
I say "reportedly" because somebody posted this a year or two ago and I myself recall seeing it this way too but I cannot validate my knowledge by anything but MEMORY. My "memory" remembers it at least being a few 68 Ford PRODUCTS, meaning my memory might be on potentially any model Ford car. I believe it was on a 68 XR-7 if I were to "guess" since I know I swapped a 68 XR7 dash into a 67 Fastback I had back in the day and that "fits" inside my empty head.

No clue. Was in like 1979/80 time frame. I just remember thinking it was odd
