Is the wheel you posted from your car?

Only cars ordered with the base dog dish hubcaps were body color on the outer face.
If they were ordered with the hubcaps you posted they would be semi-gloss black front and back

Markings on the rims was done at the maker of the wheels - in your case likely Kellsey Hays not at the individual car assembly plant

I don't know why your Marti doesn't say D78-14 tire since the switch over from calling them 7.35-14 happened in 1968.
Anyway, the optimum rim width for a D78-14 tire is 5".
Here's a good page with rim specs:
https://books.google.ca/books?id=MFrxUXmxQuwC&pg=PA108&lpg=PA108&dq=69+mustang+14x5+rim&source=bl&ots=ydCExH3nVh&sig=45i4oT2cLKgs2go6kr-85sIT1Ho&hl=en&sa=X&ved=0ahUKEwjS5M3UyIzTAhVO4WMKHRyLAbkQ6AEIRzAK#v=onepage&q=69%20mustang%2014x5%20rim&f=false
#6, #7 and #9 are 69 Mustang possibilities, but a D78-14 tire fits a 5" wide rim so I would say go with #6 with the white paint mark.

I would guess it doesn't say D78 x 14 since that is not the size that was standard or optional according to Ford.

Where id you find that Ford switched over to the D78 tires?

7.35 x 14 was a standard size used on 69 Mustangs as shown in the following original tire pressure decals from 69 Mustangs. In 70 they are listed next to E78 x 14's no D's and the 7.35 x 14 because optional on certain applications

On the 69 examples the standard tire is shown to the left and in a column to the right the option tire and size is shown

Three different versions used in 1969 production

And a 1970 year version

The link you supplied is a book likely assembled from the old (non Ford source) exchange manuals every wrecking yard had at one time showing what would fit or could be used to repair or replace. Think that is why we sometimes find American Motors stamped starters on soem Mustangs and other Fords today ;)

Correct - if you had the smallest tires on the car originally I think its safe to say it came with the smallest rims. But yes once on the car it will be hard to determine for a viewer to see the difference between the 5 & 6" with the hubcap installed in most cases

Where did you find that Ford switched over to the D78 tires?

Nowhere, but when the 7.35-14 went extinct, there was no exact replacement, the closest in the industry would have been a D78-14.
It's easy to find optimum rim width info for a D78-14, but not a 7.35-14 for some reason.
Therefore it follows that the rim Mike is looking for is a 14X5.

The link you supplied is a book likely assembled from the old (non Ford source) exchange manuals every wrecking yard had at one time showing what would fit or could be used to repair or replace.

The left hand column is the switch-a-roo side, and the right hand column is the original fitment side.

So Mike's car should have the 14X5 rims then, and that would be with the white paint dob?
Seems like he wants to be exactly correct with the purchase and refinishing of his rims.
