I believe those nuts are welded or brazed into the panel itself.  The only place you're going to get them is off of another fender apron.

Exactly - welded in.  Should be a few parts cars/clips out there.  I figure a 2" or 2-1/2" hole saw with the arbor offset from the nut would do the trick. John

I think they are pressed in, not welded.  The hole is a D-shape if I recall correctly.
