'65 Front Bumper/Valance Assembly Sequence

What is the better sequence to install the front bumper/valance panel on a '65? Bumper first or valance panel first? I'm hoping to have the complete front end back on this weekend and I don't need to make any silly mistakes now!  :-[

Bumper first, then the valence with parking lights installed.

I do the bumper first then the valance.  If you do the vance first the bumper bolts are harder to access, it is possible but easier to do the bumper first, valance next and bumper guards last.  Make sure the bumper guard brackets are attached to the bumper bracket before you put on the valance.

I put my valance on first then the bumper, no problems,
just had to be careful not to scratch the paint which you
want to do anyhow.
