Title: Does this belong in my C6DF-F carburetor?

I just bought a '66 Coupe and the C6DF-F carburetor has this partition like thing in its throat.  Does it belong there?  If it does belong in this carburetor what is its function?  I've never seen this in any of the Ford 2V variations of the 2100 yet.

Thank you for the link.  I guess the reason why someone installed that plate is because this Mustang seems to want to stall when accelerating.  They already replaced the accelerator diaphragm (and didn't any other parts from the carb kit that came with the car).  I'm going to rebuild it without the plate.  Hope the weight and ball is still under the screw.
