Title: Need some help..65 SJ C Code

On the rear/side frame of my 65 SJ C code fastback, just behind the E brake brake (in the wheel well area) there is a bolt into the frame and mine has a piece of torn metal behind it. What is the bolt for?

It's not a piece of metal, it's plastic.  It was used to hold the rear parking brake cable up before the rear assy. was bolted to the car.  Once the cables were ready to be attached to the rear, the plastic hold-up bands were cut or ripped off.  There is a washer behind the bolt, both were originally zinc plated if you want to refinish them.
