1/4 Panel Extension Dent or Casting Irregularity?

Would like your opinion.  My 1/4 panel extension has a dent or casting irregularity that didn’t show its severity until it put it in base. See picture.

Sounds like a stupid question... but would this have been something Ford let roll out the assembly line? Or was this courtesy of a shopping cart?

It's a dent.  Definitely wasn't there when the car was new.
