Earliest 289 4V production?

Not directly Mustang related, but how early was the Non HIPO 289 4V motor introduced? I know it was available in the 64.5 but did earlier 64 Mercury Comets have it? Such as August of 1963?

Looking at a handbook from the National Auto Theft Bureau published 1964 covering 1960-64 shows that the 289 4v was first produced in 1964  no VIN identifier listed for any year prior to that one. It does not show if the engine was available from the beginning of the year or it was a mid year engine. Will have to check other sources
