pass side inner fender screw

Take a look at the regular head 1/4-20 machine screw through the inner fender near the top right hand side of the w/s washer fluid bag.  Any clues to what this should be?  In the second picture the hole is identified as #1.  Should I weld this closed?  Thanks, John

Out to a show this weekend - if someone does not address this I'll try and post some other cars so you can compare and choose

#1 -  IMHO is a new hole - Not original

#2 & 3 - I have another couple of dozen examples with these two holes. Though can't tell you, right this moment, their purpose

#4 - is a hole used for a wire strap
