68 GT 350 taillight panel tape?

When I removed the taillight panel on our 68 GT 350 # 602 I discovered this masking tape under the block out plate. Does anyone know what the tape was for?

 You may find out after further disassembly.

 My hunch would be they were a little too enthusiastic with the air chisel when they trimmed the tail light openings leaving a gap. Probably added the tape so the dum-dum (strip-caulk) could be applied to seal the block out plate to the body.

My guess would be either to seal the openings during shipping or an attempt by dealer to repair owner complaint of exhaust smell (common warranty complaint) I'm leaning away from the shipping as it would seem we would have noticed remnants of this before if common practice

Remnants of another example.  ;)  Seems it was taped the same way.

Shipping blockoff would be my guess. Look at this picture.

Cars arriving at Smith. I have pictures of similar tape over the upper scoop openings.
