1970 Mach 1 rear view mirror - installation problem

See attachment. The top image is from the 1970 Mustang Body Assembly Manual. All looks correct as far as I know. The lower image 1 is from my mirror, installed.  Image 2 is with the washer installed, and pushed as far back as possible. The problem is that the threads don’t stick through the door panel enough to get the chrome bezel to even start. That is supposedly the correct bezel for 1970. What am I missing?  Image 3 shows the bezel screwed all the way down to the washer. Note there is ZERO space for door panel.  Confusing.

Someone said the washer should be "stepped" but I have never seen one like that.

Any guidance would be appreciated.

FOUND THE ANSWER!!!
Well, it looks like I have the answer. See second attachment. This is the correct washer FOR 1970. Note that it is 'stepped' so as to allow the mirror controller to fit through the door panel further. This will allow the bezel to catch the threads. Now I just need to find this part.
