Topic: Did all '64 1/2s come with windshield washers?

No I believe like 65's this was not mandatory

You can see a number of examples without washers in the Unrestored Picture Threads under the 65 section

The washer system was part of the visibility group which included two speed wipers. Your car should have single speed wipers.

Washer kit was also a dealer install option for those cars that didn't come from the factory with them
