May 1970 Dearborn Built Boss 302

I am having my original bumpers rechromed and have a few questions on the front bumper.

1. In the center area are 2 sets of stampings: 69 M 9 and   10 14 2
I would guess that the 69 M 9 is the date = December 9, 1969, correct?    But what is the 10 14 2?

2. At the ends of the bumper on one side it has  CW and on the other side  BW  that looks to be written with a grease pen.
Any idea what these are or if they were added by a PO?

69 M 9 = Monroe stamping plant in 69

10 14 2 = would be the typical sheet metal dating and id pattern. Oct 14th, 2nd shift

Got no idea on the hand written stuff. Have not seen those before
