Seat Re-Upolstry

Guys do you think I should mess with replacing this burlap, all the wires appear to be intact.  I was thinking to carefully remove it and blast and paint the frame.  The other question is what is the U-Shaped wire wrapped in I'm thinking I should leave this alone.  Any advice or tips would be greatly appreciated.

Thats kind of what I'm thinking Brian.  None of the wires are rusted and the burlap is pretty soft and pliable.
