I have the assembly manuals but didn't see a spec for how far the exhaust tips extend past the valance panel. What is the correct distance, and from what point on the tips do you measure?
The car is a 69 Mach 1, 428SCJ, Metuchen, 12/12/68 build date.

I don't know if this is help or an educated guess but since the original tips were welded to the tailpipes, and the muffler was indexed to the exhaust pipes with a tab, I'm not sure there is much adjustment possible - at least with respect to the distance they extend out the back. This may be why there is no dimension specified?

If the tips were originally welded on, that would be news to me. The parts catalog, shop manual, and assembly manual all show the tips held on with a specific clamp that is more round shaped than the "U" shaped clamps used elsewhere.

There is a band style clamp, which holds the tailpipe to the hanger at the very rear, but no other clamp needed with the welded tip. Maybe this will help;
