C4 Transmission gear "hunting"

Having an issue with my '65 coupe 200ci with C4 trans. When driving the 1-2 shift is fine. At low throttle nice smooth shift, at moderate to full it has a little bit more than a kick. On the 2-3 shift at low throttle shift is smooth but seems to happen a bit late. At mid throttle it seems that it will stay in 2nd too long, it will eventually shift to 3rd but not until 45-48mph. If I just barely let off of the throttle it will go to 3rd. But at steady throttle between 42-48 mph it will sometimes hunt by shifting back and forth between 2nd and 3rd. I have to either let off the throttle a bit or go ahead and go full throttle to get it to kick down to second and stay there until I'm above 50 then it will stay in 3rd.

I have full transmission oil, replaced the vacuum modulator, hose and steel line, checked that it is connected properly at the manifold and verified that the kick down cable is adjusted properly and not binding.

Anyone have ideas of what may be causing this?
