what is  finish of rear tie downs  on san jose 69 mustang?    black or bare?

Because these brackets are to be removed by the dealers, are there points deducted when being judged without the brackets?

Only if the area were the brackets were removed does not show signs of something being there and then removed. Rubbed and scared paint in the area etc.
