Title: 1967 Headlight Bucket cut-outs Not cut-out

Both of the headlight buckets are Ford originals.  One that was with the car and one that I bought to replace the other that had a broken mounting tab.

On both of them do not have one of the 3 cut-outs, in not cut-out.  It make the inner bucket hit and start to bend the tab.

Should I just go ahead and cut them out?  Why would they be this way?

I have seen this several times, some times two uncut in the same extension  I believe that it was a manufacturer defect and the assembly line worker did not want to take the time to cut them out. Most times a sharp utility knife will cut them out.
