Thanks for your insights guys.
I have the split rubber hoses in place on the bumper arms so it's not one of those.
Spongey material anyway, and it could have been cut by someone, but if that happened it's odd it wasn't gotten rid of entirely instead of bothering to cut it.

It is referred to as the front bumper arm insulator .C7ZB17B947-B is the 67/68 .I didn't look up other years numbers. Ford is the supplier. You can find illustrations in the Body assemblyline manual on the page that shows the bumper and attaching parts for the year in question. The material  is similar to a heater hose but different texture ,thickness and diameter. It is closer to the appearance if not exact as the hose used on the fastback quarter box drain hose 65-68.

As Bob stated, the Ford nomenclature is "insulator - front bumper arm"

By the time that the 1975 "final" version of the 1965-1972 MPC was published, there were no 17B947 parts serviced for any year Mustang.

I found the diagram where the 67-68 insulator is shown, but for the 69-70 (see P-6664 attached) this part is not called out.

Have seen a couple of different shapes and types of material used on unrestored cars. Might be multiple suppliers and plant differences again.

Like heater hoses the number and placement of ribs may identify supplier

Some seem more rubber like and other more foam like.

Round and triangle shaped ones also. Will find pictures and post

The ' insulators ' are in this illustration taken from the 69 Shop Manual.

These rubbers are often missing in a restoration or in the wrong position as there is a weld spot about 4'' from bumper end of the rod and these rubbers are supposed to stay between the weld and end of rod to protect valance panel from rubbing or hitting the rod and  chipping the paint off the valance panel.

I don't think that keeps someone from using it on other years if they choose to. The insulator hose doesn't look like the original hose unfortunately.
