NJ 1967 Mustang Front Bumper bracket mounting hardware

Can anyone explain where the  2 flat washers(one per side) go on the 1967 front bumper brackets. The assembly picture below is unclear and an online video says the flat washer goes under the lower bracket- this seems odd. Thank you!

I gather you don't have an Assembly Manual?

Here is what the Assy Manual says:

It uses flat washers because the rear holes are ovals for adjustment.

Bossbill - What is the date on that page you posted? 


In any case here is an example of the hardware from a 67 NJ car (7T1558xx) for confirmation




While looking checked Dearborn and San Jose and there appears to be possible differences between the practices at different plants but will keep that for a different thread

Flat washer,lock washer then the bolt is what I have seen . It is also what Jeff's picture shows.

I should have been a bit less gruff in my answer to Z67Fback since the Assy Manuals are always 'this is what we want you to do', not necessarily what was done at any or all plants.
As well, the pages that Osborn has collect can vary by implementation/revision date as he chooses the versions that can be found or read.

There are now additional threads on this topic, including one of my own car -- without the flat washer!

Thanks all for the collective knowledge.  All input is appreciated. Sometime it is a puzzle sorting out assembly manual drawings, shop manuals, plant variations, bad info on internet and cars that have been modified in creative ways of the past 50 years.
