Tail lamp panel

I?m stuck.   Tail lamp panel has 19 screw holes.  But amk kit only has 16 screws.   my disassembly notes/photos aren?t helping me solve this.  Anyone ?  Thanks

Count 19 holes in total on taillight panel and other 1969 examples
