Cowl seam sealer

I have posted my question in the General discussion as my question is about a 64 Galaxie.
So with that out the way...

I have noticed that the 5 wiring clips have been pressed into the seam sealer at the cowl.
Would they be installed after this area has received body paint with the seam sealer still being soft to press them in?
The wiring clips are the same as a 66 Mustang.

I very much understand that any answers are generally speaking.

Yes the clips would have been added much later but the soft plyable sealer may have been applied very thick in your case and not fully cured at the time
