There was mention of a Snap-On tool CJ134 Tilt Steering Pivot Pin Puller tool.

I ended up finding another one I had lost a while back, it is in like-new condition, barely used. Works on GM & Chrysler columns also.
As indicated in the thread, you would need to run a #6 threading die on the #8 threads to use it on the 69-older columns.

$35 plus ride if interested. PM me
