Title: 70 upper control arm finish for large nuts?

What is the correct finish for the two large nuts that thread into the upper control arm?

All the ones I have ever seen are a dark phosphate almost black.

Not those ones, the large ones on each end of the upper control arm shaft that carry the grease fittings. They thread into the control arm and the shaft threads into the nut.
