Bumper Guard bracket and spacer finish

Cant seem to confirm this anywhere.  Is the bumper guard bracket that goes behind the valance supposed to be black?  Are the spacers supposed to be zinc?

Brackets should be black.  Not sure what spacers you're referring to.

Brackets are black, I think he's referring to shims which are zinc.
