I am in the middle of replacing my kick panels and was wonder what is the best way to fit the carpet?

Hopefully you have your old kick panel to use as a guide.  If not, you need to fit the stainless strip and drill the holes before sticking the carpet on.  Once you do that, the carpet is glued to the kick panel.  The edge of the top should be just below the holes for the stainless strip.  Or, sometimes, I have seen the spears stuck through the carpet/vinyl edge.

However what happens to the black vinyl around the outer edge, Do you fold them around the edge of kick panel and glue to the back.

Yes, vinyl is wrapped and tucked.  You need a good contact adhesive to get this right.  Wouldn't hurt to scuff the plastic to get a better bite with the glue.  Make sure the surfaces are clean.
