I am trying to verify the factory correct finish the Valve Cover bolts (i.e. painted the same the colour as the block or natural finish) should be for a 66 A code with standard covers, as I have read and seen differing finishes.

On a '66, at least 2 or 3 would be painted blue with the valve covers in place. Would need to compare your build date and assembly plant to others with similar build and options.
