As shown in the 1975 MPC, illustration Section 95, page 4, the clip is part number 375894-S (GG-215) and a drawing of the clip is in "Ford Standard and Utility Parts Catalog, January 1965", page 35 (Osborn Productions). That does not say it was a factory original item, but the clip existed prior to 1965 and was used as the service replacement in 1975. Until a Ford drawing, Ford bill of materials or other Ford documentation is produced to show another means of attachment, this clip would be the best choice.

I found a pic of the spring placement I was talking about. This is on a C8ZF-D 4300 carb.  This "helper" spring is attached on it's own bracket in front of the primary linkage. Not 100% sure if this was factory but I have seen this spring and bracket included in over the counter  FOMOCO "kits".  I believe I have one NOS and will try and post the part number. Hopefully others will chime in if it was an add-on or factory.

Looks like something modified. The drawing in the 75 MPC, ILL 95, pg 7, shows a different accelerator pump arm (9529), an straight down arm (9B542) from/to the throttle section with "C" clips (97460-S Q4-F) over the two bent ends, no spring.

The spring looks "dirty", as in someone tried to paint it coiled tight and when extended showed the ills of their ways.

 Finally found the NOS choke kit I was mentioning. This is labeled as an acceleration modification? So it is not factory but does clearly show that they added a spring to the pump lever on the 4300 model carburetors. So in some sense I guess some of them did have a return spring upfront although comparing a 4300 to a 4100 is apples and oranges. Just thought I'd share .
