Noise issue out of the Instrument Cluster 67

I have a noise problem coming from the instrument cluster. It is a humming (whir) sound which also increases with increasing speed. At a standstill and while driving. Could the constant voltage regulator behind the instrument panel be the problem or something else? All instruments are working fine (temperatur, gas). Have a speedometer/trip odometer and a tachometer.

I would guess it was the tachometer because it is turning even when stopped.

Jumper the leads from the underdash harness side and see if the noise disappears.  If so, you've isolated it to the tach.  If not, it is something else.
