engine block drains

ok have a weird question, engine out both block drain plugs came out fairly easy. The drain hole on the passenger side is, lets say,  a dummy hole goes to nothing, blocked off. The drivers side opens into the rest of the water jacket, you can shine a flashlight into the freeze plug hole and see the light through the block drain hole, not on the other side.
Any thoughts or help we be greatly appreciated.

I would guess the one drain is simply blocked. My 428 had about 1 1/2 inches of debris at the bottom of the coolant passages. What worked best was a long thin screwdriver and a ton of patience. I used the screwdriver in every hole I could get it into to dislodge the debris. I got most of it out before I sent it to the machine shop. Their bake and media tumble routine got the rest.
