Fly wheel identification

I have a 184 tooth fly wheel drilled for a 11.5 inch pressure plate. It is for a 1968  390GT. Is there any way visually to determine if it is a neutral  balance fly wheel?

Marty, from what you wrote it should be neutral like a 427 also look on the back (engine side) and there should equal and concentric cuts or machining on the flywheel a 428 (externally balanced) would have  a raised section about 3" wide in a pie shape and about  1/4" to 3/8' thick.
