I guess I can't clarify. It does have black and could be from a freshening. As the rest of the box was really dirty and covered in grime, I would think if the black was from freshening that it would easily wipe off as the paint would not have adhered well. The blue and yellow are definitely factory, the black I can't confirm.

this is the original steering box on my 3/31/69 candyapple dearborn car. 

it's a manual 19:1 box.

a previous owner put a coat of black on about everything in the engine bay (suspension/steering parts also).  the black that's on there is attached pretty well. maybe the previous owner power washed everything when the motor was out.

there is a blue on the engine side, what looks to be a light green on the top and yellow on the steel cap.  i didn't find any colors on the back side (frame rail).

Check out the bottom left corner of page 71 ,72,73 in the 1969 assemblyline manual .To paraphrase it says to paint on the box black what you can see from above with hood open .  Obviously a skipped step on a lot of cars regardless of plant. In my opinion it would be just the top that you could reach with a brush and not the sides.Bob

Interestingly although I have seen a couple of 68 examples recently that had the top of the box black out ,there is no mention of it in ether the 67 or 68 manual. The black out for the top of the box is mentioned in the 69 and the 70 manual. I don't believe it was as widely done as the assembly manual might imply. Bob

Been seeing the blackout treatment on some 65-66 cars also...  Might be a common practice by FMC.
