This pic is of a 68 R code Cougar with what looks to be the origional spare tire has anyone seen the felt proective cover before ?

Yes the felt cover is typical for Cougars and Mustangs with the styled steel wheel option in 1968 model year. Looks to be properly installed. The repro is pretty close to the original in this case. Hard to tell one from the other.
