Hood Bumpers Painted??

I am currently evaporusting my original Hood bumpers for an April '69 Dearborn car.

It appears they have black paint on them. Were these installed on the car when the front clip was painted black? Or were they bare metal?

They were not painted with the car. The threaded portion was not bare metal but plated zinc dichromate typically.

Likely an owner with a rattle can - sprucing up the car at some time in the past
