1969 fender rubber bumpers

This is an odd one for me. Found this on a scrap 1969 fender. I know these rubber bumpers were used on the cowl panel but I have never seen them mounted on the backside of a fender. At first I thought maybe they had just fallen down behind the fender and were stuck there but when I pulled the rubber off they are clearly screwed in place. Has anyone else seen this before

Its been a while since I have looked at a 69 fender.  It would seem the area in question is above the lower fender bolt (behind the tire).  I have never seen a bumper there or thought there to be enough room for one.  That would be the inner structure area, pretty much right about where they rust out.

No I haven't. Not sure if this is a garage fix to improve the fit of the fender or something else.  Seen paint sticks used for the same purpose in the past

Car been repainted long ago?

[[size=0px]Which fender? Which end?[/size]] The fender is a passengers side front and the area is the rear on the reinforcement bracing just before the door on the bottom area. The bumpers would most likely bump up against the rocker panel extension.


[[/size][size=0px]Car been repainted long ago?[/size]] fender looks to have been originally painted meadowlark yellow then repainted red a long, long time ago. Fender looked to have been out in the weather for decades.
