Could a June 27th 1969 Radiator Support Panel have come with the Oil Cooler Hole?

Believe they1 (the oil cooler hole) had to be manually added at the plant so since the cars did not have oil coolers I would not expect to see the upper hole where the AC lines also passed through though the hole was of a different shape and size
