On many instrument bezels and other items (65-66 Fastback vent controls), there is lettering and it is filled in with "paint". What is the substance and how can it best be replicated?

Use a paint brush with the color you want, wipe excess with a lacquer rag.

What is a "lacquer rag", and how (and when) do you use it?

A "LACQUER RAG" is a .... "piece of t-shirt material that has been very slightly dampened with lacquer thinner."
