Title: LH front apron holes

Why were these holes here?  I have seen them on several cars, so know they weren't done by a PO.  Is it something shared with Cougars or an option?

The cars I'm looking at are '68 Metuchen.

Found  them on examples from San Jose and Dearborn (Mustangs) also. As well as Cougars

Appear to be the mounting holes for the head light vacuum control module but can't be certain. In 67 they appear to have been mounted above that point

Have one example (67 Dearborn Cougar) with a dirt shadow that suggests something was mounted to the car there

But another Cougar (68 Dearborn this time)  with the holes and noting attached. Humm
