i purchase a screw kit to infall my rear lovures on my 70 mustang . no instruction any one know what to do

Are these the nut insert sort of mounts (what my car has) ?
If so you have to insert the nut and expand it so it is anchored to the car. With these in place then you can install the louvers using the machine screws

Place the slats on the glass positioned exactly how you want them. Place the gaskets under the hinges, mark the holes, drill the holes and install the nut-serts. Hole size should be just large enough to pass the nut-sert. Start with a small pilot hole i.e., 1/8" first and BE CAREFUL. You don't want the drill bit to wander across the roof! A small hole followed by a hand reamer would be the safest solution. Drilling large holes in sheet metal can be problematic particularly if the bit is dull.
