Title: 70 parking brake cable idler/equalizer?

Hi, can anyone tell me the proper finish for these items , bare steel , zinc , phosphate?

I think bare steel however a light phosphate will give the look wanted while helping to hold the liberal dousing of rust inhibitor you will need to maintain the look without rust.
