This is a listing for a radiator for a 68 390/428 and because its a August of 69 edition it shows the service replacement part C8ZZ-A which would be for either a 4 speed or an automatic as a replacement my question is what is the star symbol for and what does the R/B mean ?

The star should match a star note at the bottom of the page. R/B just means 'Replaced By'

The "star" indicated that part has been obsoleted by Ford and is no longer part of the service parts inventory. If a replacement part exists, it is shown as the replacement. The "star" is also used in the illustration sections. (A heads up. An asterisks can sometimes be confused with the star.)

I got my stars and asterisks mixed up like Jim mentioned.

MPC question -- I haven't seen the decode of "⌀" or the "ยง".

This is from the general information of the 1960-1968 MPC
I would say that all other special characters are not global in nature, and should therefore be defined on the page where used. In some cases it is typical throughout a section and you need to flip a few pages to find the interpretation.
