As the title states this thread is focused on the upper cowl panel and the presence or lack of the side access holes and when that change was made at the San Jose plant. Like other threads I invite others to post their findings to help narrow down the period or date of the change. Needed information is the presence or lack of the hole and the real completion date of the car. Shortened or full VIN can also help and if you lack the real completion date the projected or scheduled. Please note which one your posting.
With a quick look through my pictures the initial change over period appears to between when 7R186958 and 7R189290. The highest VIN with a hole present and the lowest VIN with no hole. Will look later at cars I have real build dates for to help narrow down the date
Upper left picture is of the earlier version and the lower right the later

A quick look at "Mustang Production Guide, Vol 2" for 67 San Jose shows a "scheduled build date" of 27B (a Thursday) for 7R187130 and 006C (a Monday) for 7R189062, with dates 04C and 05C to be a weekend. Those VINs fall inside your "no" 7R186958 and "yes" 7R189290 cars.
Are you looking for a "closer" date?

Since those are projected dates the real dates could be the 12 of Feb and the later then possibly the end of March so for the date hopefully my other group of cars that has real build dates or others from the members with real build dates will provide something more solid to work with. Realize that also both the cars I posted could have been started or finished the same day

My signature 67 does have the holes. I'll see about the parts car.
Edit -- changed back to does.

Did review the rest of my pictures and they were not a great help. Since these are not visible in pictures on an assembled car if was difficult to find examples to list. Did find a few cars that have likely bee rebuilt incorrectly and they were not even close to the range established by others. So until we find other unrestored examples in the range or general build period we left with the general production period listed in #1 post
Still interested in findings and observations especially from the range already identified

John, a 195xxx car in December? That number seems way high based on what I've seen.

You are correct. I transposed the 5 and 9. The correct VIN is 7R02A1591XX. Sorry about the mistake.
