I was thinking that perhaps the 67 Mustang 390 non-tilt steering column (with rag joint) might have also been used in the 67 Cougar, since all Cougars had rag joints. Focusing on two main parts, the tube (3514) and the shaft (3524):
3514:
Mustang* - C7ZZ-3514-C
Cougar - not listed in the 65-72 Mercury MPC
3524:
Mustang* - C7ZZ-3524-B
Cougar - C7ZZ-3524-C or -D
* = 390 non-tilt application
Based on lack of information, I can't determine whether or not the tube is the same. Does anyone have knowledge about this?
The shaft from the Cougar will not work for the Mustang application. I suspect that the tube will not work either.
I've had a few people ask for help in finding one, and they are not easy to find, so I was looking for an alternative.

The Cougar uses a different steering wheel. The steering column, tube, mounting, turn signal switch - all of that interchanges with Mustang. For whatever reason the Cougar never used the long shaft steering like the Mustang does in certain 1967 applications.

For 67 the Mustang had three different tubes and shafts:
1. Shaft integral to the steering box, fixed column
2. Short shaft box with tilt-away column
3. Short shaft box with fixed column
My research thus far shown that the Cougar shafts (2 different versions) do not interchange with any of the Mustang ones. Does your statement of "all...interchanges" include the shaft? If so that does not align with the MPCs.
I have insufficient data for the tube. Are you saying that the Cougar tube interchanges with the Mustang, and if so, which one(s)? Obviously not type 1 as listed above, right?

On many occasions I have installed steering columns from 1967 Mustang int 1967 Cougar and vice - versa. Most recently I swapped the entire power steering system from a 1967 Cougar into a 1967 Mustang including the entire column, rag joint, steering box, the works. In the past I have changed a ‘67 Mustang to a 4 speed tilt-away car and swapped all the Mustang non tilt and auto trans parts into a ‘67 Cougar that we bought to do the swap. I have no idea what you are looking at in the MPC. I only know it bolts in and fits.
