Is this Gaffers tape on this 1970 under dash wiring harness?

Another spot with a different tape ,  more of a cloth feel

As discussed in at least one other thread on the general subject of wire looms they were made by tons of subcontractors of the main supplier and it appears that each was allowed to choose how the would secure or finish the ends of the wrap. We've seen cloth tape of sorts, adhesive and electrical tape.  So you may find a mix of the finishing choices on each car since they came from likely different builders/providers

With that said I don't recall ever seeing wide gaffer style tape used before but now I have :)

Have seen the cloth used to gather wires together in short looms where they didn't use a wrap

Sure Midlife will have his observations

I've seen gaffer's tape to secure the build sheet, and occasionally to secure a bundle of wires together on the main loom when various accessories were used.
