Does anyone know if the 67 drum brake distribution block is the same as the early disc brake distribution block with the proportion valve in the back? I checked the assembly manual but did not find an answer there.

No, it uses different fitting sizes as I understand (and is mounted in a different set of holes of the apron). I haven't verified this myself but I believe the topic did come up in another thread. The MPC should also confirm this.

The parts catalogs that I have list an early running change for the drum brake part, but no change for disc.
For future searching, I'll add a few terms. This is basic part number 2B257, the Ford term is "Valve Assembly - Brake Pressure Differential", and the disc brake full service part number is C7ZZ-2B257-B in the 1967 catalog, but C7ZZ-2B257-D in the 1960-68 MPC - so there may have been a running change.

The 68 MPC looks to have the suffix "-D" (for the 67 with disc), while the January 67 MPC is showing a "-B".

Thanks John but it looks to me like the disc number is C7ZZ 2B257-D.
It looks like I will be looking to find one of those.

Correct-ish. I revised my post. But in short the 67 catalog lists the -B for disc, but the 68 MPC lists -D with no reference to the -B. Sounds to me like there was indeed a change, but the MPC glosses over this one.

We have not discovered any differences between early or late disc distribution blocks for 1967.
Here is a comparison between 1967 drum and disc. Couple of line fittings are larger on disc, and the easy to identify difference when paired together is the size of the nut on the end. Disc has the larger nut.

+1 no change early to late on 67 disc distribution block . Warning switch differs single to double wire early to late.
